Biography
City Attorney Arnold A. Stulce, Jr., is a native and still a resident of Soddy Daisy. He attended the University of Tennessee at Knoxville, receiving his B.S. in 1974 and his law degree in 1976, and began to practice law in 1977. He is a member of the Tennessee and Chattanooga Bar Associations. His areas of practice include all phases of wills, estates, and trusts, real estate, including real estate litigation, municipal law, business litigation and corporate law with some personal injury and products liability.
He and his wife Becky, a now retired Hamilton County school teacher after 30 years of service, have two children, both of whom are also attorneys. There are three (3) grandchildren ages five years to five months old whom they both adore.
Arnold has served as City Attorney for the City of Red Bank since 1982 and sits as City Judge for the City of Lakesite. He is actively involved in his church and is a long-time member of Soddy United Methodist Church and in multiple other civic and community organizations. Arnold has been certified as a Civil Trial Specialist by the National Board of Trial Advocacy and the Tennessee Commission of Continuing Legal Education Specialization. He is among the first in the State of Tennessee to have obtained these certifications.
When asked, Arnold indicated that it has been his absolute privilege to serve as the City Attorney for the City of Red Bank for more than 44 years.
He related that when he returned from Knoxville after practicing there for one year upon being first licensed, he began to work in a firm that represented the Cities of Red Bank, Soddy Daisy, Collegedale and Lakesite and quickly gravitated to having primary responsibility for “all of the office work” for all four of those cities.
Circumstances in that initial firm evolved to where he was assigned to and accepted the position of “City Attorney” at the City of Red Bank in 1982, a position which he has held ever since. Arnold regards the most important aspects of his job as guiding the elected officials and City administration in their efforts to move the City forward in major programs, goals, and that equally important is to assist in the general every day details that most people never see or realize are important unless and until they are directly affected. “I try very hard to find a way for the Commissioners to legally accomplish their goals.”
When asked further, Arnold quipped that the most difficult part of his job is “keeping my mouth shut and my opinions to myself” (unless asked directly) when policies and concepts are being considered by the elected officials and administration in open meetings.
Arnold relates that he has mostly enjoyed working with the many different and continually evolving Commissioners, City Managers, appointed officials and directors within the City of Red Bank and finds it most rewarding when matters are “quiet” and when controversy is deflected and avoided.
Arnold has no present plans to retire from his position as City Attorney.
