City Manager
The City Manager is an executive management level position responsible for the day-to-day operations of the City of Red Bank. The City Manager, under general policy guidance from and directly accountable to the five-member Board of Commissioners plans, organizes, integrates, directs, administers, fiscally controls, reviews, and evaluates the activities, operations, programs, and services of the City of Red Bank.
The City Manager serves as a top appointed executive in the City, responsible for carrying out policies and programs determined by the elected Board of Commissioners; ensures the development and execution of the City's annual budget, goals, and work plans; represents the City's interests with other levels and agencies of government; effectively serves the needs of the community at large and business interests, while complying with applicable laws and regulations; and performs related duties as assigned by the Board of Commissioners from time to time.

City Recorder / Human Resources Manager
The City Recorder functions as the Administrative Assistant to the City Manager and a point of contact for the general public and news media to the elected officials. In addition, the City Recorder is the City Records Manager, responsible for maintaining and distributing the City of Red Bank Code, Charter, ordinances, and resolutions. The Recorder's office also manages the City's archives, coordinates with other departments on public records requests, and maintains all the City's contract files. The City Recorder's office also serves as the Human Resources contact for employees, handling all aspects of employee benefits.

Responsibilities include the direct and indirect supervision of all executive service, managerial, professional, technical, contracting, and clerical personnel.
Essential Functions
The duties listed below are intended only as illustrative of the various types of work that may be performed by the City Manager.
- Prepares and submits to the Board of Commissioners reports of financial and administrative activities.
- Keeps the Board of Commissioners advised of financial conditions, programs progress, and present and future needs of the City
- Directs the development, presentation, and administration of the City Budget and oversees the financial revenues and expenditures.
